Ethiopia-Somaliland pact raises concerns for Somalia dialogue, special envoy warns

Mogadishu (HOL) – The special envoy mediating discussions between Somalia and Somaliland has raised concerns about the implications of the recent agreement between Ethiopian Prime Minister Abiy Ahmed and Somaliland President Muse Bihi. He warns that this development could potentially disrupt the ongoing negotiations between Somalia and Somaliland.

Abdikarin Hussein Guled, appointed by Somali President Hassan Sheikh Mohamud in April 2023 as the Special Envoy, noted that the Somali government held substantial optimism for renewed dialogue. This optimism was particularly fueled by positive outcomes from a meeting in Djibouti in late December. However, the envoy expressed surprise and concern over Ethiopia’s unanticipated pact with Somaliland.

Guled observed, “The Ethiopian government’s failure to facilitate a mutual understanding between Somalia and Somaliland seems to be at the root of this agreement, which is regrettable.” As the Somali government’s representative for discussions with Somaliland, Guled emphasized Somalia’s “deep respect” for Somaliland and its commitment to continuing the talks.

The envoy highlighted that the Somali government would not accept any actions that compromise the sovereignty of the Somali people.

As Special Envoy, Guled has been instrumental in establishing a communication channel to Somaliland, aided by Djiboutian President Ismail Omar Guelleh and other regional and international allies.

These talks, aimed at resolving issues stemming from Somaliland’s declaration of independence in 1991, are crucial for regional diplomacy. The unexpected agreement between Ethiopia and Somaliland, involving a naval base lease and potential recognition of Somaliland, has raised concerns about its impact on these delicate negotiations.
